Climate Change: Government preparing NATCOM II

     The Economic Survey for 2009-10 presented by Finance Minister Pranab Mukherjee in Parliament on Thursday has revealed that the Government is engaged in preparing the National Communication II (NATCOM II) that gives an inventory of the greenhouse gas emissions in India. It assesses the vulnerability and impacts, making appropriate recommendations for social, economic and technological measures for addressing climate change. NATCOM II is to be presented to the UNFCCC in 2011 while NATCOM I was presented in 2004. This is stated in the Economic Survey 2009-10. The Survey also says that an expert committee set up by the Government of India has studied the impact of anthropogenic climate change on India and has come out with its first set of findings and the research agenda that the ministries need to follow and implement in order to address India's vulnerability to anthropogenic climate change impacts. India's Five year Plans include a strategy for sustainable growth resulting in low-carbon sustainable development. The Eleventh Five Year Plan includes an indicative target of increasing energy efficiency by 20 per cant by 2016-17. Planning Commission estimates suggest that India's emission intensity has declined by 17.6 per cent between 1990 and 2005 and that a 20 to 25 per cent reduction in emission intensity between 2005 and 2020 is possible.
