The Government on Tuesday said that it proposes to set up specialized institutes to train personnel of State Police Forces to deal with naxal, terrorist challenges, chemical and biological warfare and problems of internal security. In written reply to a question in the Lok Sabha, Minister of State for Home Mullappally Ramachandran, said: "The Government has decided to set up a Central Academy for Police Training (CAPT), two more Central Detective Training Schools (CDTS) and twenty temporary Counter Insurgency and Anti-Terrorism (CIAT) Schools in different states to improve capability of the State Police Forces in various aspects of policing including facing of challenges of Naxalism/Terrorism." He also said that the proposals would be set up in the 11th Plan Period (2007-12). He further informed that the CAPT is to be set up in Bhopal and Madhya Pradesh, while two CDTSs would be set up in Uttar Pradesh and Gujarat, and four each temporary CIATs are proposed to be set up in Assam, Bihar, Chhattisgarh, Jharkhand and Orissa. "It is proposed to provide training to the newly recruited Deputy Superintendent of Police of all States, police trainers in CAPT and investigating officers of all States in two CDTSs," Ramachandran said. "Police Personnel of five states namely Assam, Bihar, Chhattisgarh, Jharkhand and Orissa would get training in Counter Insurgency and Anti-Terrorism in twenty temporary CIAT Schools," he added.
