Egypt's president names vice president, new military leadership | Egypt's President Mohamed Morsi appointed on Sunday Abdel Fatah el Seisy as
defense minister and chief of the supreme council of the armed forces, presidential spokesman
Yasser Ali announced. Tantawi and Chief of Staff of the armed forces Sami Enan
were ordered to retire, with Sediqi Sobhi appointed as new chief of staff. Both
Tantawi and Enan were appointed as advisers to the president. Former judge Mahmoud
Mahmoud Mohammed Mekki was appointed as vice president. The president also issued
a new constitutional declaration and cancelled the supplementary declaration issued
in mid-June by the army. According to the new declaration, if the constituent
assembly could not achieve its work in 15 days, the president should form a new
one which represents all the society spectra, after consulting all the national
movements to prepare a constitution draft within three months of its formation.
The draft has to be put on referendum within 30 days after finishing it. And legislative
procedures will begin in two months after the people's approval of the new constitution.
