The Union Home Ministry on Thursday expressed satisfaction over the improving internal security situation in the Jammu and Kashmir and in the northeastern States. Ministry of Home Affairs in its year end review has said "The security situation in J&K has vastly improved in the last few years and this trend continued during the current year also. There has been significant improvement in the security situation in the North Eastern States. The number of causalities of civilians and security forces personnel has decreased," it added. According to the Home Ministry, in the current year (till November), the number of incidents was down by 27 percent and those of killing of civilians by 17 percent and of security force personnel by 19 percent over the corresponding period in 2008. During the current year, 473 infiltration bids were attempted out of which 367 were foiled. Out of the 67 projects and schemes under the Prime Minister's Reconstruction Plan for J and K, action in respect of 30 projects and schemes has been completed and the remaining 37 projects and schemes are at various stages of implementation. In northeast States of the country the number of causalities of civilians and security forces personnel has decreased. "The number of militants killed or surrendered and arrested in the current year (up to 30th November, 2009) is 3580," says the MHA report. However, the ministry has acknowledged that the security situation in Manipur and Assam continues to cause concern. "Owing to counter-insurgency operations, ULFA in Assam has come under tremendous pressure. Key ULFA leaders are in prison. Due to sustained pressure by security forces and also due to the Union Home Minister's call to the extremist groups in the North East to lay down arms, abjure violence and come forward for talks, 416 cadres of DHD(J) have laid down their arms," the MHA year-end report on internal security revelead.
