Central Govt initiates performance appraisal of bureaucrats

     The Central government is set to review the performance of bureaucrats across the country, and has asked state governments to carry out similar exercises, so that non-performing officials could be retired from the services. According to Department of Personnel and Training (DoPT), the performance assessment of Indian Administrative Service (IAS), Indian Police Service (IPS) and Indian Forest Service (IFS) officers, who have completed at least 15 years of service, is already underway. The states are given a maximum of six months to carry out the exercise. In January, the Centre had amended Rule 16 (3) of all- India Services Rules that allowed a performance review only after completion of 30 years of qualifying service. The new rules now give power to the government to retire officers after at least 15 years in the job in the public interest. The government can again carry out such review after the officer completes 25 years of service or, attains the age of 50 years. “The Centre may also hold a meeting of state governments after the review to decide on the fate of the non-performing bureaucrats,” a DoPT official said, adding that the detailed modalities on the exercise will be worked out in coordination with Ministry of Home Affairs, Ministry of Environment and Forests and Union Public Service Commission.
