All cases will be probed: Gen. Bikram Singh on army-linked controversies | Chief of Army Staff General Bikram Singh on Friday said that it would be his endeavor to have all cases related to officers investigated properly and taken to its logical conclusion as per army rules. In his first interaction with the media after assuming charge as the 25th Chief of
Army Staff, General Bikram Singh, referring specifically to allegations of a failed
intelligence operation in Assam in 2011 and a fake encounter in March 2010 under
the command of Lt. Gen. Dalbir Singh Suhag of the army's 3 Corps, said: "I think
there was a letter, which was sent by my (Eastern Command) Chief of Staff to the
three courts to investigate those allegations." "There should be nothing, which
should be brushed under the carpet. I wish to assure you this. This would be investigated,
and we will take it to its logical conclusion," he added. When asked for his comments
on controversies taking place in the Indian Army over the last eight months, General
Singh said: "When you drive a car, you look at the windscreen, not at the rear
view mirror. It is better to leave behind what happened in the past, and look
through the windscreen and not through the rear view mirror while taking the army
ahead." To a poser on the state of preparedness and capability of the Indian Army,
General Singh said: "It is my endeavor to ensure that the army remains operationally
ready and worthy of the expectations of our people." Asked what would be his message
to the 1.3 million strong army on assuming its command, General Bikram Singh said:
"The message for the force is that let's put our best foot forward, let's continue
to remain the secular force, let's continue to remain an apolitical force, and
let's continue to do our job the way it is supposed to be done." "I am deeply
honoured to take over the Chief of the Army Staff, the 25th chief. And, I wish
to assure everybody that the Indian Army shall continue to carry out its task,
fulfill its constitutional obligation, perform its role as per the desired norms
and make sure that it remains as one of the most accountable, most responsive,
most disciplined and most worthy elements of national power," General Singh said
at the Army Headquarters in South Block here. General Singh was speaking a day
after his predecessor General V.K. Singh had superannuated, but while demitting
office, had expressed his alarm over allegations of the fake encounter not being
investigated. It maybe recalled that General (retired) V. K. Singh has put Lt.
Gen. Suhag's promotion to be the next Eastern Army commander on hold in connection with a failed intelligence operation in Assam in 2011 and an alleged fake encounter of March 2010. Gen. Singh is on record as saying that he has forwarded a report
on the allegations against the army officer concerned to the Eastern Command headquarters,
which in turn has asked headquarters 3 Corps to investigate. Lt. Gen. Suhag is
currently under a discipline and vigilance ban and has been given ten days time
to reply to the army headquarters notice to him.
