FBI, Home Ministry end training exchange | The Federal Bureau of Investigation (FBI), in partnership with the Ministry of Home Affairs, concluded on October 1 a five-day law enforcement exchange focusing on interview and interrogation techniques. FBI subject matter
experts were brought to India to discuss best practices on this topic, and shared their
expertise with exchange participants. Forty-one senior officers from the Ministry of
Home Affairs, Bureau of Police Research and Development (BPRD), National
Investigative Agency
(NIA), and Central Bureau of Investigation (CBI), and officers from state agencies
across India participated in the exchange. The FBI has found that persuading
witnesses
to provide reliable information and getting defendants to voluntarily admit their
participation in a crime requires a variety of skills, and the techniques and
methodology discussed in the exchange involved a rapport-based approach. Skills
developed include active listening, cognitive interview techniques, detection
of deception, elements of a lawful interrogation and identification of false confessions.
This exchange is an example of the growing US-India partnership on matters
involving
transnational crime and criminal investigations.
